The Campaign

Identify John Doe #19! This isn’t actually a case-yet. But this is part of a campaign to build a case. The campaign is called the Endangered Child Alert Program (ECAP). The Federal Bureau of Investigation (FBI) leads this effort. The National Center for Missing and Exploited Children (NCMEC) cooperates in the effort. ECAP seeks to actively and creatively find unknown suspects in crimes against children. And ECAP seeks unknown witnesses who can help them build cases.

ECAP has set up a system which seeks national and international exposure. ECAP John and Jane Does are unknown witnesses or suspects. They may be suspected of involvement in child sexual abuse. Or they may be suspected of roles in child pornography. Often, their faces or distinguishing features have been uncovered in child pornography images.

Law enforcement officials want to build a case against an unknown suspect. But first, they must identify this unknown suspect. Hence they are seeking information. He is alleged to be involved in attempted sexual exploitation of children. And he is the suspect in the sexual abuse of a minor. He has appeared in a video that has been traded on the Internet.
