Find Relisha Tenau Rudd, still missing! Relisha has been missing since March 1, 2014. She is missing from Washington, D.C. Her case is classified as a non-family abduction. Relisha was born in the year 2005. At her disappearance, Relisha was eight years old. Her current age is eleven years old. Relisha Rudd is an African-American female. At her disappearance, Relisha was 4’6″ and weighed 80 pounds. This child has black hair and brown eyes. Some agencies spell Relisha’s middle name as “Tenau.” The child’s middle name is “Lil Mama.” When last seen, it is believed that Relisha was wearing a purple Holly Hanson winter jacket and pink pants. Relisha reportedly may need medical attention for unspecified reasons.

Relisha Rudd was last seen in Washington, DC, in March 2014. Kahlil Malik Tatum was this child’s primary caregiver at the time. Relisha’s family had been living in a homeless shelter. It was located in the former D.C. General Hospital. This child’s family had been living at that shelter for over a year. That shelter reportedly is the largest shelter in the district. The shelter houses hundreds of families. This includes as many as 600 children. Tatum worked as a maintenance man. At that time, he had befriend Relisha’s family. Her family include her mother and three younger brothers.

Khahlil Malik Tatum offered gifts to Relisha. He offered her a table and a manicure. And he spent time alone with her. Relisha called him her “God-daddy.” Tatum also had contact with other girls who were living at the shelter. He offered them gifts of money. However, Tatum never interacted with young boys. The shelter had a strict rule which forbade fraternization for males and females. This policy applied to their their employees. The shelter was supposed to terminate anyone who violated these rules. But Tatum reportedly wasn’t held accountable for his conduct.

Living Situation

Relisha’s mother is named Shamika Young. In late February, Young asked Tatum to care for Relisha. Later, Young said that she wanted Relisha to be able to to escape the conditions at the shelter. It was filthy, chaotic and crime was rampant. The shelter was also infested with vermin and had no playground. On March 19, a social worker came to the shelter. Her wanted to talk to Young about Relisha’s school absences. Relisha was attending Payne Elementary School at the time. This was when she was a second-grader. Relisha had missed over 30 days by that time.

Tatum Gets Custody

Many of Relisha’s school absences were excused. This was because Shamika Young told the school that her daughter was under the care of “Dr. Tatum.” On February 25, Relisha piled up her 5th unexcused absence. This was on the day that Young placed Relisha in Tatum’s care. And the staff at the child’s school scheduled a parent/teacher conference for March 5. Young did show up for this conference. And the staff informed Relisha’s mother about support services to ensure that Relisha would attend school. When the child did show up for class, she was described as a quiet and well-behaved student.

Continued School Absences

Some reports state that Relisha attended school on March 5 and March 7. But the final confirmed sighting of her is on March 1, 2014. School officials called Tatum on March 10. They told him that he had to provide medical reasons and documentation for Relisha’s continued absences. Tatum claimed that he was treating neurological problems. He claimed that he was going to discharge her by the end of next week. The child accumulated a further five unexcused absences from her school. However, her younger brothers continued to attend. On March 13, Relisha reached her tenth unexcused absence

How We Can Help

Is this a family failure? Or is it a system failure? Both? Was Young a fit mother? Should she have had custody of her children? It’s unclear if it would have made any different. Would Relisha still have disappeared? On the other hand, should the system have given Young more support and monitoring in the care of her children? Would Relisha’s disappearance have never happened? We may never know. Her three younger brothers faced the same living circumstances she did. But they never became missing children. “Monday morning quarterbacking” is not going to bring Relisha home.
